La Habra, CA Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Section 12.04.030 of the La Habra Municipal Code makes it unlawful for any person to place any obstruction of any kind upon any public street, sidewalk or public place in the city, or to authorize, procure or permit an obstruction to be placed there. The only exceptions are obstructions required by city employees or officers in the discharge of their duties, or those placed by someone the city has specifically authorized under rules and regulations set by the city. Where an excavation or obstruction is left in a street, the code requires it to be guarded with lights between sunset and sunrise every day to prevent injury or accident to passing traffic and pedestrians.

The section traces to Ordinance No. 1502 § 2, adopted in 1996, and sits in Chapter 12.04, Use of Streets and Sidewalks, alongside the drainage rule at § 12.04.010 and the overweight-vehicle street permit at § 12.04.020. Because Title 12 carries no chapter-specific penalty of its own, an obstruction violation falls under the citywide General Penalty chapter, § 1.08.010, and can also be pursued through the administrative citation process in Chapter 1.20. City crews from Public Works and code enforcement staff in Community Development identify unpermitted material, furniture, construction debris, signage or vehicles blocking a sidewalk or curb lane and require its removal.

A contractor or resident who wants to place something in the right-of-way, such as a dumpster, scaffolding or storage container, needs the city's authorization first rather than assuming placement is allowed because the space sits in front of a private lot.
