Lenexa, KS Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

The City of Lenexa, Kansas, regulates obstruction of public ways in Chapter 4-6 of the Lenexa City Code, Streets and Sidewalks. Section 4-6-A-1 is a single flat prohibition: it shall be unlawful for any person to obstruct, in any manner, any street, alley or sidewalk within the City. The text sets no time period, no width threshold and no list of exempt items.

Section 4-6-A-4 targets one specific form of obstruction. No one can bridge across a curb and gutter, or fill a gutter with concrete, asphalt or other material, to gain access to or egress from a driveway or private property. No one can block or interfere with a gutter or drain at the edge of a roadway by placing concrete, asphalt, planks, stones, earth or other material in it, unless the City Engineer has issued a written permit. The Municipal Services Department can remove any material placed across a curb, gutter or drain in violation of the section.

Related rules sit nearby. Section 4-6-A-2 bars burning combustible matter on any paved street and bars placing gasoline, kerosene or any substance likely to damage a paved street. Section 4-6-A-3 limits a railway car or engine standing on a street or alley crossing to 10 minutes at any one time. Under Section 3-5-J-2, adjacent property owners must not let trees and shrubs obstruct public travel on sidewalks, and growth over a sidewalk must stay at least eight feet above it (thirteen feet over streets, alleys and other rights-of-way). When the City orders trimming, the owner gets 30 days after notice by certified mail, personal service or posting, and City costs can be assessed against the property as a special assessment under Section 3-5-J-1. Work inside the right-of-way, such as excavation, is a separate matter that needs a permit under Article 4-6-D.
