Ogden, UT Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Ogden City Code section 7-2-1 makes it unlawful for any person owning, occupying or having control of premises to place, maintain or permit on the sidewalk, parking, gutter or half of the street next to the premises any broken ware, glass, filth, rubbish, refuse, mud, garbage, ashes or tin cans defined as solid waste under section 12-1-1, or any lumber, wood, boxes, fencing, building material, construction or demolition waste, tree limbs, dead trees, stumps or merchandise that obstructs the street, gutter, parking or sidewalk, unless expressly authorized by ordinance and a permit is first obtained.

The only built-in exception is section 7-2-2, which lets residential property owners set out approved items on the parkway for fourteen days before a scheduled city sponsored cleanup campaign, provided no garbage or loose solid waste capable of blowing away is placed out. A related provision, section 7-2-3, separately bans any permanent or temporary structure, mechanism or device in the sidewalk or parkway except a conforming mailbox, an encroachment permitted under section 7-4-2, authorized utility structures, or something otherwise specifically authorized in the code. 090 and were amended by Ordinance 97-83 in 1997.
