Old Bridge, NJ Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Old Bridge splits sidewalk and street obstruction rules between its littering chapter and its streets-and-sidewalks chapter, and both attach to property owners and occupants directly. Section 265-4 forbids anyone, merchants included, from sweeping or depositing litter into a gutter, road, right-of-way or other public place, whether it originates from a building, lot, sidewalk or driveway, and separately requires that whoever owns or occupies a property keep the sidewalk in front of it free of litter. Section 265-14 broadens that duty: every owner or occupant in charge of a building must keep the sidewalk and curb abutting the building free from obstruction, and keep sidewalks, yards, courts and alleys free of litter and other offensive material.

Chapter 435's Article I supplies the general obstruction ban that reaches beyond sidewalks to streets, alleys and public places generally: § 435-1 makes it unlawful to unnecessarily obstruct any of them with a vehicle or with boxes, lumber, wood or other things. That article carves out a narrow allowance for active construction: §§ 435-2 and 435-3 let a person building on a lot occupy up to half the street in front of the site, or a third if a builder is working across the street, until a Township official orders the occupancy to stop. Because neither Chapter 265 nor Chapter 435 sets its own fine for obstruction, violations fall to the Township's general penalty in § 1-3.
