Syracuse, NY Sidewalk & Pedestrian Rules: Obstruction Rules (2026)

Revised General Ordinances Sec. 24-27(a) is written broadly: no person may place, cause to be placed, or assist in placing, without legal permission, any object in or on an area dedicated to or used for highway or street purposes that obstructs or might obstruct free use of the entire street or highway. The 'might obstruct' language reaches beyond items that are already blocking traffic; something with the potential to interfere qualifies too, and the only way to place an object lawfully is to have legal permission for it, whether that comes from a permit under a related section like Sec. 24-18 or another authorization.

Subsection (b) adds a specific rule for newspaper vending machines: within the special assessment district defined in Chapter 38 of the Revised General Ordinances, no one may erect, install, or maintain a newspaper vending machine on a public sidewalk or in a public right-of-way within a 30-foot radius of a public monument. That rule sits alongside the chapter's other obstruction provisions, including Sec. 24-24's ban on placing wares, casks, or boxes so as to block a sidewalk or crosswalk, and Sec. 24-25's requirement that a vendor's stand or merchandise display on a sidewalk, street, alley, or park have both a commissioner of public works permit and a business license.

Sec. 24-28 sets the penalty specifically for Sec. 24-27: a violation is a misdemeanor punishable by a fine not exceeding $50, imprisonment in the Onondaga County penitentiary not exceeding 10 days, or both. That is a distinct, lower-tier penalty from the fines attached elsewhere in Chapter 24, reflecting that Sec. 24-27 was adopted separately in 1987 as a catch-all obstruction rule.
