Victoria makes it unlawful to block or encumber any sidewalk, street, or alley with goods, merchandise, vehicles, or other material not tied to construction work.
It shall be unlawful for any person to obstruct or encumber any street, alley, sidewalk or other public place in the city in any manner whatever by goods, wares or merchandise of any kind... provided, any merchant in receiving and forwarding goods may for a reasonable time in so doing occupy one-fourth (1/4) of the sidewalk directly in front of such merchant's premises during the time such merchant is so engaged.

City Code Sec. 20-22 bars obstructing or encumbering any street, alley, sidewalk, or other public place with goods, wares, or merchandise, or by placing, throwing, or leaving a vehicle, box, barrel, or other object on it. Merchants receiving or forwarding goods get a narrow carve-out: up to one-quarter of the sidewalk directly in front of their premises, for a reasonable time, while actively handling the goods. Sec. 20-20 separately lets the city manager order any obstruction removed as a nuisance, and Sec. 20-23 bars peddlers from setting up sales stands on the sidewalk at all.
