Summary

Victoria places the duty to repair abutting sidewalks on the property owner, with the city able to bill or lien the property if repairs aren't made.

It is further the duty of all persons owning property fronting on any sidewalk to keep the sidewalk in front of and adjoining the front, side and rear of their property in good repair and clear of obstruction, except such obstruction as may be permitted by ordinance.
