Article VI's general obstruction rule, § 155-26.A, makes it unlawful to dump, place or allow to remain any material, object or obstruction of any kind on a street or highway without a permit from the Director of Public Works, who may attach whatever restrictions are deemed necessary when issuing that permit. This is the town's catch-all mechanism for anything from construction debris and dumpsters to temporary structures placed in the road or right-of-way, sitting outside the specific licensing schemes the rest of Chapter 155 sets up for excavation (§ 155-6), curb and walk work (§ 155-14), and outdoor dining (§ 155-26.B).

Where the chapter does not set its own penalty, such as for an unpermitted obstruction under § 155-26.A, § 155-30 routes enforcement to the Town's general penalty provision, § 1-8 of Chapter 1: a fine of $65 for the underlying violation, with each calendar day the violation continues counted as a separate, additional offense, plus an administrative fee of $2 for every $10 of fine owed. The rule sits alongside a separate sign restriction in § 155-27, which bars placing any sign within a street line except as the state or another government body allows, and the newsrack article beginning at § 155-31, which separately bars newsracks that rest on a roadway or unreasonably impede pedestrian or vehicular traffic on a sidewalk.
