West Hartford, CT Sidewalk & Pedestrian Rules: Sidewalk Repair (2026)

Article IV of Chapter 155, Streets and Sidewalks, splits maintenance duties by asset. Section 155-10 puts curb and gutter repair on all accepted Town roads and streets in the Town's hands at Town expense, and § 155-12 does the same for public sidewalks: the Town is authorized to relay, realign, replace or repair all public sidewalks on accepted roads and streets, with the cost paid by the Town rather than billed back to the abutting property owner. Section 155-13 gives the Director of Community Development authority to set the standards, specifications and time schedule for that sidewalk work, as public necessity and convenience may require, covering sidewalks on accepted roads and streets within Town limits or abutting them, including where they run past land owned by Town taxpayers.

This differs from the separate curb, driveway and walk layer licensing scheme in Article V (§§ 155-14 through 155-25), which governs private contractors doing new construction or owner-initiated repairs, requiring a Town license, a $50 permit fee, and Town Engineer supervision; that article expressly allows a property owner or the owner's agent to do minor repairs to an existing curb, walk or driveway without a license. So while the Town bears the cost and schedule of relaying and repairing existing public sidewalks under § 155-12, an owner who wants work done outside the Town's own repair schedule, or who is installing something new, still needs a licensed layer and a Town Engineer permit.
