Broomfield, CO Sidewalk & Pedestrian Rules: Sidewalk Repair (2026)

Broomfield Municipal Code Chapter 12-04 puts sidewalk upkeep squarely on the abutting owner. Section 12-04-020 requires every owner of real property in the city to repair, reconstruct, and maintain curb, gutter, and sidewalks on, abutting, or adjacent to the property whenever they create a hazard or unsafe condition to the public. Section 12-04-030 layers on a snow and ice duty: for one- or two-family dwellings, the owner, occupant, or manager must remove snow, sleet, hail, or ice from the abutting public sidewalk within 24 hours of the snowfall ending, and all three are jointly and severally liable.

For any other premises, the owner or manager must clear all sidewalks and designated walking areas used by the public, employees, or visitors within the same 24-hour window, and must keep at least 36 inches of walkway width clear, or the full sidewalk width if narrower. No one may pile snow against a fire hydrant or traffic control device, or dump snow onto a public right-of-way or someone else's private property without consent, though shoveling from a sidewalk onto an adjacent curb in a residential zone is allowed if it does not block a storm drain or impede traffic.

Owners, managers, and occupants are civilly liable for injuries on noncompliant sidewalks. The city may abate violations after written or posted notice giving 24 hours to comply; if the city clears the snow itself, it assesses the cost plus a $75.00 administrative fee as a lien against the property, enforceable like a mechanic's lien.
