Every person, firm, corporation, association or partnership owning any property abutting any public sidewalk within the City shall be responsible for:a.The repair or replacement of damaged, unpaved or unsafe sidewalks;b.Keeping the sidewalk unobstructed by any object, unless prior approval is granted by the City Council; andc.Keeping the sidewalk extending along the full frontage of said property clean of sand, litter, trash or other debris at all times.
