Section 7130 defines "sidewalk" broadly to include "a park or parking strip maintained in the area between the property line and the street line," plus curbing, bulkheads, retaining walls, and other protective works. including the responsibility of sidewalk maintenance by the lot owner as therein provided," tying the city's local duty directly to the state repair-and-assessment procedure in the Streets and Highways Code. Section 7132 layers on a cleanliness duty, requiring every owner to keep the sidewalk in front of their property clean and safe as required by state law, and Section 7133, added by Ordinance 2005-8, separately bars storing basketball hoops, skateboard ramps, bicycle ramps, or other sports equipment on the sidewalk, and bars running water or electrical lines, cords, or hoses across it to a parked vehicle.

New sidewalk construction is standardized under Section 7104: four feet wide, concrete, placed within six inches of the property line, with commercial and institutional occupancies (including motels and hotels, but not residential) required to install the sidewalk across the entire area between the curb and six inches of the property line, subject to Building Official exceptions for planting areas or impractical site conditions.
