Inglewood, CA Sidewalk & Pedestrian Rules: Sidewalk Repair (2026)

Inglewood Municipal Code § 10-41 makes it unlawful to construct or remodel any building or dwelling in the City without also constructing, maintaining, and repairing the curbs, gutters, sidewalks, and street pavement along the property's street frontage, built to City of Inglewood specifications. The duty doesn't apply if adequate curbs, gutters, sidewalks, or streets already exist along that frontage, and the Public Works Director may grant a case-by-case exception where installing a sidewalk is impossible or impractical.

The construction itself is permitted work: § 10-42 requires a written permit from the Public Works Director before anyone builds a curb, gutter, sidewalk, or street, and § 10-43 charges a Master Fee Schedule fee for the permit plus a separate inspection fee for each curb, gutter, sidewalk, or street inspection. Section 10-44 backstops the requirement at the building-approval stage: the Economic and Community Development Director must refuse final approval and utility connections for a building or dwelling unless the required curbs, gutters, sidewalks, and streets already exist, or unless the owner deposits cash with the Finance Department or posts a bond with the City Clerk sized to the Public Works Director's estimated construction cost.

A related but separate duty runs continuously rather than only at construction: § 10-20 requires every owner of property fronting a public street to keep the sidewalk and the parkway strip in front of that property free of dirt, filth, garbage, debris, and any holes or obstructions dangerous to life or limb, regardless of whether new construction is underway.

Section 10-41 is not among the sections the Code lists as infractions in § 1-18.1(a), so a violation defaults to a misdemeanor under § 1-18, punishable by a fine of up to $500, imprisonment in the City or County Jail for up to six months, or both.
