The director of public works shall, in an emergency, repair, or cause to be repaired, all minor defects in any pavements, bridges, sewers, sidewalks, municipal buildings, and other public improvements when such defects are brought to his attention. The director of public works is hereby authorized to close from use any such pavements, bridges, sewers, sidewalks, municipal buildings, and other public improvements where the defects therein are of such a nature as to endanger life or limb, and where the defects cannot be repaired except by special ordinance.
