Salinas, CA Sidewalk & Pedestrian Rules: Sidewalk Repair (2026)

Sec. 29-15(b) of the Salinas stormwater chapter, titled Owners of Abutting Property, is the city's operative statement of who is responsible for a sidewalk: the occupants, tenants, owners, lessees and/or proprietors of the real property it fronts. It sits inside the pollution-reduction article rather than a standalone sidewalks-repair chapter, so the duty it spells out is a cleanliness duty: keep the paved sidewalk free of dirt and litter, and never sweep debris into the gutter or roadway. Sweepings instead have to go into the same garbage receptacles used for the property's regular trash disposal.

The same section separately obligates owners and operators of paved parking lots, gas station pavement and similar surfaces to clean them without discharging pollutants into the storm drain system, and it requires every property owner whose land touches a watercourse to keep that stretch free of trash and debris and to stabilize it against erosion. Because this duty is written into the stormwater article, it is enforced the same way as the rest of Chapter 29: a person who ignores the sidewalk-maintenance duty is treated the same as someone who lets litter or pollutants reach the storm drain system, since sweeping debris into the gutter is itself an illegal discharge pathway the chapter targets.
