Full Breakdown
Anchorage Municipal Code 21.12.080.B lists billboards and other off-premise signs among prohibited sign types: any sign displaying commercial messages for products or services not offered on the property where it stands. The code's definition of "billboard" covers any off-premise sign structure and doesn't carve out an exception for electronic or digital displays, so LED and video billboards are banned the same as static ones. On-premise electronic changeable-copy signs are handled separately under 21.12.050C and 21.12.090A.3.d, which cap LED luminance and change frequency, but that's a different, narrower allowance for signs advertising the business on whose own lot the sign sits.
Violations & Fines
Land use enforcement can order removal of an illegal off-premise sign and cite the property owner or sign owner; repeat violations escalate through the municipality's code enforcement process under Title 21.
