Conroe, TX Sign Regulations: Digital Billboards (2026)

Under Code of Ordinances Sec. 90-13, no digital LED sign face may exceed 150 square feet, and any face larger than 36 square feet must hold its message static for at least eight seconds, changing within two seconds and only simultaneously across the whole face; a malfunction must freeze the sign rather than flash or scroll. Illumination must stay constant regardless of ambient light, so the sign cannot appear brighter after dark than in daylight, and the building official can order brightness reduced within 12 hours if a sign is found to glare or distract drivers.

Signs near thoroughfares posted under 55 mph and within 1,500 feet of a signal or driveway can be required to fund a traffic safety study at the building official's discretion. Sign owners must agree to display Amber Alerts on request from local law enforcement and keep a 24-hour contact on file with the building official. Converting an existing off-premises static billboard to a digital LED face is allowed only if the new face does not exceed the original height and copy area, the owner donates 40 hours of annual copy time to the city for public messages, and the owner removes three traditional off-premises billboards of equal or larger face area elsewhere in the city before the third digital conversion is permitted; a development agreement approved by the city must be signed before conversion, and removals from eminent domain or condemnation do not count.
