Full Breakdown
Danbury prohibits billboards and other off-premises advertising signs citywide, with one narrow exception: existing billboards may be relocated under the Section 8.E.10 permit process. Even those relocated billboards must comply with Section 8.E.6's prohibitions, which bar any sign, billboard or otherwise, from using flashing or moving illumination, revolving movement, or audio or video advertising devices. In practice a true digital or video billboard display cannot lawfully operate anywhere in the city, including along I-84 or Route 7 frontage. (Note: a separate provision, Section 8.E.4.A.a, permits limited digital tenant-name display panels on freestanding 'commercial center signs', a distinct sign category, not billboards, inside the Mixed-Use Regional Mall District only.)
Violations & Fines
Any sign with flashing, moving, or video/audio elements is unlawful under Section 8.E.6; an unauthorized relocated billboard forfeits its relocation rights under Section 8.E.10.
