East Orange, NJ Sign Regulations: Digital Billboards (2026)

East Orange City Code Section 51-5 defines "Billboard, Digital" as a billboard incorporating digital video display technology and states outright that this sign type is not permitted in any part of the City of East Orange. That definitional ban is reinforced in the operative billboard standards at Section 51-145: even where a conventional billboard is conditionally permitted (only in the Industrial District, and only as a conditional use approved by the Planning Board), Subsection B bars any billboard with a moving, changing or flashing image by mechanical, digital or electronic means, and Subsection C separately bars video, digital or any other electronically changing message.

Static billboards that clear conditional-use review still face a dense set of siting standards: no location within the sight line of a school, park, historic district or residential zone, no billboard within 1,000 feet of another billboard or of a protected use, a 40-foot height cap (20 feet above roofline if roof-mounted), a 650-square-foot cap on advertising area in one direction, mandatory landscaping/berming, and compliance with the state Roadside Sign Control and Outdoor Advertising Act, N.J.S.A. 27:5-5 et seq. Billboards visible from state, interstate or limited-access highways also need New Jersey DOT approval under N.J.A.C.

Because the digital/video prohibition sits both in the definitions section and in the substantive standards, an applicant cannot route around it by seeking a variance for a static billboard and later retrofitting it with an electronic display; any structural change still triggers full compliance review under Section 51-145, and a noncompliant billboard must be removed.
