Escondido, CA Sign Regulations: Digital Billboards (2026)

Escondido's sign ordinance, Municipal Code Article 66, treats digital advertising displays as a default prohibition rather than a permit category. Section 33-1393(b)(13) expressly bars 'readerboard/changeable copy signs, either electric or nonelectric,' with narrow carve-outs only for time-and-temperature signs and the signs separately permitted under Sections 33-1395.2, 33-1395.10 and 33-1396(e). Section 33-1393(b)(17) separately prohibits 'billboards and signs that advertise a product, person, business or service not available on the property where the sign is located (off-site signs),' along with signs adjacent to a sign-controlled freeway under Article 52.

The single path to a digital sign runs through Section 33-1395.10, the regional market sign provision, which requires eligibility as a defined 'regional market group,' city council initiation, and public hearings before the planning commission and city council. Subsection (h) allows an 'electronic message center' to be incorporated into that sign 'with the approval of the city council,' subject to strict operating rules: each message must display for 'a period of at least eight seconds,' the sign must go 'blank... for at least one second between displays,' and the copy 'shall not be animated, appear in incremental stages or move across the changeable copy sign face.' The controlling software must be certified by its manufacturer and installer to only run at those approved intervals. The electronic portion is capped at '600 square feet,' though the director of community development may approve up to 10% larger through an administrative adjustment. Regional market signs themselves are limited to parcels along Interstate 15 and to one sign per group, up to 80 feet high and 825 square feet total.
