Greece, NY Sign Regulations: Digital Billboards (2026)

Town Code § 211-55G, part of the sign article amended by Local Law No. 1-2025, regulates electronic message centers and digital displays in detail. Every such sign must have 10mm minimum resolution, automatic dimming capability tied to a photocell that detects ambient light, and no virtual, optimized or pixel-sharing display technique. A static message on the sign must hold for a minimum of 24 hours, and the sign may not flash, scroll or otherwise animate the message content. Electronic message center signs are barred outright from any residential district in the Town.

An operator installing one must be willing to participate in emergency alerts, driving bans, school closings, police emergencies, Amber Alerts and general community service messaging. Once a property installs an electronic message center, that property can no longer use temporary signage of any kind. The Building Inspector's building-permit application must include documentation proving the 10mm resolution, proof that no pixel-sharing occurs, an FCC certificate, LED color-depth specifications, dimming documentation, and proof the equipment complies with FCC Part 15 Class A digital device limits. Electronic message centers are limited to freestanding sign installations only; the code does not permit them as building-mounted signs under this chapter.
