Gulfport, MS Sign Regulations: Digital Billboards (2026)

Code § 9-93 bans any sign animated by flashing, scintillating, blinking or traveling lights outright, then carves out digital display sign faces as an allowed exception under strict operating rules. Subsection (b) requires that digital faces show only static images, with no movement, animation, scrolling, flashing or scintillation effects permitted between messages. Each message must display for a minimum of eight seconds before changing, and the changeover to the next message can take no more than two seconds, without fading, rolling, window shading or dissolving effects during the transition.

Every digital sign must have an installed light monitor that automatically adjusts brightness to ambient light conditions at all times, and brightness is hard-capped at 5,500 nits during daylight hours (dawn to dusk) and 1,000 nits during nighttime hours (dusk to dawn). If a digital sign malfunctions or fails in a way that produces motion, flashing or similar prohibited effects, it must have a default mechanism that freezes the display until repaired. These digital-face rules apply on top of, not instead of, the underlying freestanding or outdoor-advertising sign standards for whichever district the sign sits in, including the district-specific area, setback and spacing rules in §§ 9-90 through 9-92.
