Lakeville, MN Sign Regulations: Digital Billboards (2026)

Lakeville City Code section 11-23-15.T, the General Regulations subsection on Changeable Copy Signs, treats electronic displays as a distinct, narrower category than ordinary changeable copy signs. Under T.1, any commercial or industrial site may run one 40-square-foot changeable copy sign integrated into its allowed freestanding sign, but that baseline allowance expressly excludes electronic changeable copy or electronic graphic display signs. Digital displays get their own rule in T.2: they are permitted only within the C-2 and C-3 zoning districts, one sign per site, and the sign cannot legally operate until the owner obtains a license under section 3-22-3 of the City Code.

Placement is restricted to a yard abutting an arterial, minor expander, minor connector, minor reliever, collector, or local commercial street, and the display must be set back at least 50 feet from any side or rear lot line that borders a residential district, protecting nearby homes from glare. The electronic element itself cannot stand alone as its own structure: it has to be built into the site's existing freestanding sign, and its display area is capped at 40 square feet, matching the base changeable copy allowance under T.1 even though the two provisions are legally separate.

Height is also restricted: the electronic changeable copy or graphic display cannot rise more than 15 feet within the sign structure that houses it. Because the license requirement in section 3-22-3 sits alongside the standard zoning sign permit, an applicant effectively needs two approvals before a digital sign in Lakeville can be switched on, and the Planning and Community Development Department reviews both the physical sign plan and the license application.
