Section 11-23-7, Permit Not Required, lists the categories of signs a Lakeville property can display without going through the sign permit process in section 11-23-5, and subsection H covers window signs: they cannot exceed twenty five percent of the total area of the window in which they are displayed. That coverage cap applies on top of, not instead of, the rest of chapter 23; subsection H notes these exemptions do not relieve the sign owner of responsibility for the sign's erection, maintenance, and compliance with every other provision of the sign chapter or any other city ordinance.

The same permit-free section allows several other small signs businesses commonly rely on, including two twelve square foot signs per street access in commercial and industrial districts and a single nine square foot sign in residential districts, so a business posting window signs is usually also working within those companion limits. If a window display grows beyond the twenty five percent threshold, it stops qualifying for the permit exemption and instead needs a sign permit under section 11-23-5, reviewed against the general regulations in section 11-23-15 and the applicable district's sign standards, and is subject to enforcement by the Zoning Administrator under section 11-23-11.
