Lakewood, CA Sign Regulations: Digital Billboards (2026)

Digital and electronic signage in Lakewood is not a use permitted outright anywhere in the city; it is folded into the sign code's conditional-use category. Municipal Code § 9502.10 defines an 'Electronic Message Board' as 'a programmable, changeable copy sign with a lettered or pictured message that is changed electronically,' distinguishing it from a manually operated readerboard defined at § 9502.29. Section 9511(B)(1) then sets the standard the Planning and Environment Commission (PEC) applies before granting a CUP for one: the changeable non-free-standing sign cannot exceed 50 percent of the overall allowable sign area for the elevation on which it sits, it cannot be placed within 50 feet of any land zoned for residential use, and it cannot exceed 25 feet in height.

Because an electronic display is also a 'changeable copy sign' under § 9502.7, it is exempt from the City's general ban on illumination effects such as flashing or 'running' lights in § 9505(A)(2), which specifically carves out 'changeable message signs' from that prohibition, but the underlying illumination cap in § 9505(A)(1) barring unshielded lighting on any sign over 4 square feet still applies to the cabinet itself. Readerboards or electronic message boards on church or private school sites get a lighter path: § 9505(D)(2) routes those to a Community Development Director or Development Review Board sign-review approval rather than a full CUP hearing.

Applications go through the Community Development Department, and a denial can be appealed to the Planning and Environment Commission within the timelines set by § 9513(C). Since Lakewood contracts with Los Angeles County rather than running its own inspection staff for most services, sign-permit compliance checks are handled by City planning staff, while nuisance or safety complaints about a malfunctioning display are routed to the County Sheriff's Department the City contracts with for field response.
