The Unified Land Use Code's list of prohibited signs, which applies in every district, flatly bars billboards as defined in the code's definitions section. That citywide ban sits alongside prohibitions on animated or moving signs, including any sign with moving, swinging, rotating, flashing, blinking, scintillating, or fluctuating lighting, unless specifically allowed elsewhere in the sign code. In the Downtown districts (DMS, DTA, DMU and DNR), the sign standards go further on digital display specifically: changeable copy on a sign cannot be electronic, only manual changeable copy is permitted.

Where changeable copy is allowed, it can occupy up to 50 percent of a detached sign's area or up to 12 square feet of an awning sign, must use a single lettering style and uniform color and size, and the changeable-copy element must be integral to the sign with all sides finished in brick, stone, powder-coated metal, or the sign face material, with the enclosure extending at least three inches beyond the copy area in every direction. using an automatic shut-off mechanism, which independently limits any electronic display's operating hours even where one might otherwise be allowed.

Outside downtown, a narrow exception in the Master Sign Plan standards for multi-parcel corridor sites allows electronic messenger signs only where they are digital signs composed of four numeric digits, with electronic changeable copy otherwise prohibited within that same section.
