Old Bridge, NJ Sign Regulations: Digital Billboards (2026)

Old Bridge Township Code § 250-41Z(13) allows billboards with digital, electronic, LED or changeable copy, including multiple-message signs, within the corridors and zones where billboards are permitted, but attaches a strict dwell-time rule: no message or message board may display for less than 30 seconds, and any transition from one message to the next must be completed entirely within two seconds. This is meant to prevent the sign from behaving like a moving or flickering display; § 250-41Z(12), in the same conditional-use standard, separately bans billboards that flash, blink, move, simulate motion, or carry animated or full-motion video content, so a digital billboard operator must program static, evenly timed message changes rather than any transition effect, scroll, or fade.

A digital billboard must also comply with every other subsection governing billboards generally, including the 1,000-square-foot face limit, the 25-foot height and 45-foot overall structure cap, the 500-foot residential setback, and the 2,000-foot spacing from other billboards. Because digital billboards fall under the conditional-use provisions of § 250-41, an applicant must secure Planning Board approval and demonstrate the sign's message-control programming meets the 30-second dwell time before a permit issues.
