04(A) lists prohibited signs citywide, including, at (A)(17), any billboard, poster panel, or painted bulletin, or any sign advertising a place, product, or service not offered on the premises where the sign sits. The same subsection separately bars, at (A)(12), signs with moving, revolving, or rotating parts achieved by electrical or mechanical means, but it carves out an exception for time-temperature-date signs, and at (A)(18) it caps most permitted signs at 16 square feet and 6 feet in height unless the sign is lawfully attached to a building.

04(B)(3) then addresses illumination directly: no sign, inside or outside a building or vehicle, may be lit to an intensity that creates glare or a hazard, and a digital display device showing time, temperature, or any printed message may be allowed only with a special permit granted by the City Council. That permit requirement functions as Parker's gate for any electronic message sign, since the flat billboard ban in (A)(17) already forecloses a freestanding digital billboard advertising an off-site business, and the moving-parts ban in (A)(12) would otherwise reach a scrolling digital display if the time-temperature-date carve-out did not apply. 04(B). 06.
