Pottstown, PA Sign Regulations: Digital Billboards (2026)

Borough Zoning Ordinance § 703, Subsection 8, added by Ordinance 2059 in 2009 and amended by Ordinance 2085 in 2011, states its purpose is to minimize the impact of electronic signs that may distract drivers and be detrimental to neighboring properties and to limit the aesthetic impact of a proliferation of such signs. Every message on an electronic sign must be static or displayed for a minimum of 30 seconds, must fit on one screen with no scrolling, and must transition instantly with no fade-in or fade-out; animation, flashing, scrolling or moving lights, text, graphics, or any video is prohibited outright.

5 footcandle measured at the property line with a hand-held light sensor, and each sign must carry automatic day/night dimming software using photocell technology. , whichever is later, except for public service announcements, and content is restricted to goods and services sold on the premises, time and temperature, and public service announcements, with mandatory display of Amber Alert messages once the owner registers. No more than one electronic sign is allowed per premises regardless of how many signs or uses exist there, and no electronic sign may sit closer than 500 feet to another.

Separately, § 704 flatly prohibits revolving signs, roof signs, vehicular signs and beacon lights, and bars flashing, video, animation and scrolling messages borough-wide, reinforcing the electronic-sign restrictions.
