Wyandotte County, KS Sign Regulations: Digital Billboards (2026)

Section 27-734(g), 'Digital billboards,' permits conversion 'on legally established, existing billboard structures located adjacent to interstate highways' and on other existing off-premises billboard structures, but flatly states digital billboards 'are not permitted on billboard structures newly erected after the effective date of this section,' and bars stacked or side-by-side digital faces. Converting doesn't require board-of-commissioners special use permit review, but Sec. 27-734(g)(3) requires the owner to obtain a sign permit from the planning director first, submitting the size and location of the sign to be converted, the size and locations of legacy billboards being removed, engineer-stamped drawings showing the structural upgrades needed to carry the added digital technology, and a statement that the removed signs meet the code's removal criteria.

That removal obligation is real: under Sec. 27-734(h), converting to digital requires removing at least two and a half times the square footage of existing poster or junior poster board signage, or one and a half times the square footage for bulletins, and operation is also capped citywide: Sec. 27-734(h)(5) allows no owner or applicant more than seven digital billboard surface permits in Kansas City, Kansas at any one time. Operationally, Sec. 27-734(g)(2) ties every digital billboard to the general sign lighting rules in Sec. 27-726(d), including the residential-proximity shutoff curfews.
