Sec. " Unlike temporary signs (real estate, election, opinion or construction signs), which the same table exempts from permitting, Table VIII-11-12 requires a permit for incidental signs in every zoning district: "Permit required for incidental signs? Yes" across all seven district groupings. Political signs, as incidental signs, must also observe the numeric caps in Table VIII-11-12: a maximum of two such signs in the residential districts and CS district, cumulative sign area from 36 square feet in the lowest-intensity residential districts up to 300 square feet in M-2/M-3, a height cap of three feet at the minimum setback line under Sec.

27-729(b)(3) (rising one foot for every additional ten feet of setback, up to the table's maximum), a five-foot minimum property line setback, and a ten-foot minimum spacing from other detached signs. Digital display, illumination and changeable copy are all barred for this sign category regardless of district. Sec. 27-721(d) separately guarantees that this content-neutral framework cannot single out political messages: "no sign is subject to any limitation based on the content of its message," and any sign otherwise authorized may carry noncommercial copy, such as a political message, in place of any other permitted copy.
