Norwalk, CA Sign Regulations: Freeway-Facing Signs (2026)

Rather than a citywide freeway-sign standard, Norwalk regulates freeway-facing signage through a single, parcel-specific overlay: Special Sign District No. 01 (SD 1), adopted under Section 17.03.205 in accordance with Article V of Chapter 17.02. The purpose clause explains that the City created SD 1 in order to demolish an existing freeway-oriented freestanding sign and construct a new freeway-oriented freestanding sign that would enhance the economic vitality of the businesses within SD 1. The district applies to eleven specific Los Angeles County assessor's parcels (8047-006-910 through 8047-007-191) and no other property in the city.

Within SD 1, the development standards in subsection D permit one static freestanding freeway-oriented sign up to 100 feet tall; the sign may be illuminated or non-illuminated, may have a maximum width of 30 feet, and may carry up to six sign panels serving up to six tenants. Any business advertised on the sign must be located within SD 1's boundary; no outside business, product or service may appear on it. A sign permit is still required under Chapter 17.03 for any change to a sign face, including adding a new tenant, and the Planning Commission must review and approve the final design through a sign use permit before the sign goes up. The Community Development Director administers SD 1 day to day and has authority to interpret the ordinance, but nothing in the district eliminates the need for any other City, State or Federal approval a project might require.
