080(C)(4) creates the freeway style I sign for businesses on property wholly or partially within 250 feet of a freeway right-of-way. Only one freeway style I sign is allowed per development complex or commercial sign district, and a property with a freeway style II sign (the larger, conditional-use-permit category) cannot also have a style I sign. A single-tenant sign may reach 150 square feet with a zero setback from the freeway right-of-way; that area can grow to as much as 240 square feet either by adding one square foot of sign area for every foot the sign is set back from the right-of-way, or, for multi-tenant properties, by adding 45 square feet per additional tenant panel (each panel at least 45 square feet).

Height starts at 20 feet above the freeway grade and can increase by half a foot for every foot of setback, up to a ceiling of 25 feet above freeway grade. The sign can have no more than two faces and needs a minimum 20,000-square-foot site. No setback is required from the freeway right-of-way itself, but the sign must sit at least 25 feet from every other property line, stay within 280 feet of the freeway right-of-way, and cannot be located within 100 feet of a rural or residential zone. The sign base must be at least 30 percent of the sign face's width, with at least 60 percent of that base enclosed.
