West Valley City, UT Sign Regulations: Freeway-Facing Signs (2026)

West Valley City's Sign Ordinance defines a freeway-oriented pole sign or billboard as one located within 660 feet of the right-of-way for SR-201 (the 2100 South Freeway) or I-215 (§ 11-1-104(21)-(22)). Under § 11-4-103, these signs escape the ordinary zone height caps that apply to other pole signs: they may extend to 25 feet above the grade of the adjacent freeway or 65 feet above the ground, whichever is higher, and must sit back at least 30 feet from the front property line. The billboard rules in § 11-5-106 layer on more limits: billboards along freeways in the LI and M zones may run up to 672 square feet, versus 300 square feet for non-freeway-oriented billboards in C-2, C-3, LI and M zones (§ 11-5-106(4)).

Freeway billboards must keep 750 radial feet of separation from each other, versus 500 feet elsewhere (§ 11-5-106(5)), and the standard 35-foot billboard height cap is waived for freeway-oriented signs, though a sign within 150 feet of a residential or agricultural zone still caps at 25 feet with no illumination (§ 11-5-106(6)). Pole signs generally follow a one-sign-per-frontage rule and a 10-acre minimum lot size, but § 11-5-107(5) lets the Planning Commission waive the frontage limit for freeway-oriented pole signs through the conditional use process, and § 11-5-107(2) repeats the 25-foot-above-freeway-grade allowance for pole signs adjacent to freeways.

Sign permits are issued by the Community and Economic Development Department under § 11-2-104, and every freeway-oriented sign still needs the site plan and permit fee required of any sign under §§ 11-2-106 and 11-2-107.
