West Valley City, UT Sign Regulations: Window Signs (2026)

West Valley City treats window signs as a category of temporary on-premises sign under § 11-5-103, and the chapter's general rule for every temporary sign applies to them first: illumination is prohibited unless a specific provision says otherwise, and no building facade may carry more than 30 percent temporary sign coverage at any time, with the establishment owner responsible for meeting all standards in the chapter. The window-specific limit in § 11-5-103(13) then caps coverage of a building's ground-floor glass: a maximum of 50 percent of all windows on the first story of a building is permitted for window signs, measured per first-story facade, so windows on one facade cannot be counted against another facade's allowance.

Where paint or marker is applied directly to the glass, the City measures the sign by drawing a square around the message and comparing that square footage to the window's total area. If one window is completely covered by window signs, another window of equal or greater size on that facade must be left entirely free of window signs, so a business cannot blank out its whole storefront by concentrating coverage on the smallest panes. Window signs may sit on the first story only and may be mounted either inside or outside the establishment's windows.

Because window signs fall under the Title's definition of a temporary sign, § 11-2-108(4) exempts them from the sign permit process altogether, unlike monument, pole and wall signs, which all require permits under § 11-2-104. The Community and Economic Development Department still enforces the coverage caps.
