Cape Coral doesn't issue a garage-sale sign permit on its own: § 12-146(B) folds sign authorization into the sale permit itself, stating that garage sale permits shall include authorization for on-site signs and off-site signs in accordance with applicable portions of the City of Cape Coral Land Development Code. That means a resident who skips the sale permit required under the same subsection has no lawful basis to post any sign, on the property or off it, advertising the sale. Where signs may go is separately restricted regardless of the permit: the same sentence bars attaching on-site or off-site garage sale signs to any utility pole, street sign, tree, or other landscaping, citywide, with no exception carved out in the text.

The Land Development Code cross-reference controls placement details like size and duration beyond that ban, but the core anti-attachment rule sits in the ordinance itself. Because sign authority rides on the underlying sale permit, the enforcement path is the same one that governs the sale: an unpermitted sale, and therefore its signage, can be closed by the Cape Coral Police Department or the Code Enforcement Division under § 12-146(B), and stays closed until a valid permit is obtained. Violations of the section, including the pole, tree, and street-sign attachment ban, are punishable under § 12-146(D) by a fine of $75 to $250, with each day of a continuing violation counted as a separate offense, or by citation to the Code Enforcement Special Magistrate at up to $250 per day for a first violation and $500 per day for a repeat one.
