Highland, CA Sign Regulations: Garage Sale Signs (2026)

Table 16.56.050.E sets the residential-district standard for temporary garage/yard sale directional signs. A garage/yard sale permit is required, and the table allows 3 double-faced signs per parcel, each 6 square feet in area. Maximum height is 5 feet, or 4 feet when the sign stands in the front yard or side street setback area.

Timing and location are tight. Signs can be posted 24 hours before the sale and must be removed immediately following it. They can only be posted on the parcel where the sale is being held, and they cannot be placed on public property or within a public right-of-way. Section 16.56.050(B) adds that temporary signs cannot be affixed to trees, rocks or fences and cannot be erected on a parkway or median.

The sale itself is governed by HMC § 5.04.370. It is unlawful to conduct a yard, garage, patio, rummage or similar sale in the City of Highland without first obtaining a permit, and the fee is set by council resolution. A household is limited to three sales per 12-month period, each limited to three consecutive days or two consecutive weekends of two days each, with no consecutive or concurrent sales, and sales run only between the hours of 8:00 a.m. and 8:00 p.m. Sale goods cannot be displayed in the public right-of-way. Before a permit issues, the applicant files a sworn statement that the goods are the applicant's own personal property.

The two sections do not print the same sign count. Section 5.04.370(G) permits one double faced sign not to exceed six square feet, with a maximum height of five feet, or four feet in the front yard or side street yard setback area, while Table 16.56.050.E allows 3 double-faced signs. Ask the community development department which count applies when you pull the permit. The business license officer is authorized to enforce § 5.04.370.
