070(A) of the Simi Valley Municipal Code classifies non-commercial signs, defined in Article 8, as exempt from the sign permit process, but not from the underlying standards. A holiday lawn display, window sign, or yard sign that includes text, a logo, or other communicative content falls into this category the moment it is placed on private property with the owner's permission.
