110 sets sign standards for all downtown zones, and subsection F specifically governs the window sign, defined as a sign of individual letters and designs applied directly to the inside of a window. The signable area on any single shopfront window cannot exceed 25 percent of that window, the sign's width is capped at 75 percent of the window's width, and its lettering height cannot exceed 24 inches. Only one window sign is allowed per business, regardless of how many shopfront windows that business occupies.

The sign must be mounted at least 5 feet above ground level and applied directly to the inside of the glass rather than freestanding or suspended, and it must have a clear background so it does not read as an opaque panel covering the window. 110(a) frames these limits as part of a broader purpose: controlling the size, location and design of temporary and permanent downtown signage to reduce clutter, keep the built environment aesthetically harmonious, and preserve views and architecture for residents and visitors.

Like the other sign types addressed in this section (wall murals, sidewalk signs, roof signs), illumination for window signs must comply with the section's separate illumination subsection. 070(i)(3), which is a narrower, industry-specific rule that does not apply to ordinary downtown retail storefronts.
