Eden Prairie, MN Sign Regulations: Window Signs (2026)

Section 11.02 of the Eden Prairie City Code defines a window sign as any sign designed to communicate information about an activity, business, commodity, event, sale or service that is placed inside a window or on the window panes or glass and is visible from outside. Section 11.70, the City's Sign Regulations, generally requires a permit for every new, relocated, modified or redesigned sign under Subd. 7.A, with an application, a fee set by Council resolution, and City review within thirty days. Subd. 7.B carves out specific permit exemptions, and the first one listed is a window sign placed within a building that does not exceed ten percent of the window area; that sign needs no permit, though the exemption applies only to the permit step and does not excuse the sign from any other requirement of the section, such as the general prohibition on illuminated signs interfering with traffic signals or the ban on off-premises signs.

Other permit-exempt categories in the same subdivision include government and school district signs, temporary signs, incidental signs, flags, yard signs and sandwich board signs. Because the ten percent threshold governs only whether a permit application is needed, a larger window display is not banned outright, it simply has to go through the same permit process as a wall or free-standing sign, subject to whatever wall-sign area limit applies in that zoning district under Subd. 5.
