Arcadia, CA Solar Energy: Expedited Solar Permitting (2026)

Chapter 11.1 of Article VIII of the Arcadia Municipal Code, §§ 8951 to 8956, is the City of Arcadia's expedited path for small residential rooftop solar. Section 8951 ties it to the Solar Rights Act and AB 2188. A qualifying system is no larger than 10 kilowatts alternating current nameplate rating or 30 kilowatts thermal, sits on a single or duplex family dwelling, conforms to the state fire, structural, electrical and other building codes as adopted or amended by the city, and uses an array that does not exceed the maximum legal building height (§ 8953).

Systems established before the ordinance stay outside it unless a modification materially changes size, type, or components in a way that requires new permitting, and routine operation and maintenance or like-kind replacements need no permit (§ 8952). Under § 8955 every application document is posted on the city website, applicants can file by email, the Internet, or facsimile, electronic signatures replace wet signatures, and the Building Department publishes a standard plan and checklist that substantially conform to the California Solar Permitting Guidebook. Section 8956 sets the clock: same-day issuance for over-the-counter applications, or 1-3 business days for electronic ones, once the application is complete and meets the approved checklist and standard plan.

Review is limited to whether the application meets local, state, and federal health and safety requirements. A building official can require a use permit only on substantial evidence of a specific, adverse impact on public health and safety, any condition must mitigate that impact at the lowest possible cost, and use permit decisions can be appealed to the City of Arcadia Planning Commission. Approval cannot be conditioned on an association's approval. An incomplete application gets a written correction notice listing every deficiency. Only one inspection is required, and a failed inspection leads to a re-inspection fee that must be paid before the next inspection request. Development Code § 9103.01.110 repeats the process and exempts these applications from Site Plan and Design Review under § 9107.19.
