La Habra, CA Solar Energy: Expedited Solar Permitting (2026)

Section 15.69.040 of the La Habra Municipal Code, added by Ordinance 1763 in 2015, entitles a small residential rooftop solar energy system eligible for expedited review to only one inspection, conducted in a timely manner and permitted to combine structural and electrical review into a single consolidated inspection by the chief building official. Eligibility for that one-inspection standard turns on the definition in Section 15.69.010: the system must be no larger than ten kilowatts alternating current nameplate rating or thirty kilowatts thermal, installed on a single- or duplex-family dwelling, conform to the state building, fire, electrical and structural codes as the city has adopted them, and sit no higher than the maximum legal building height allowed in its residential zone.

If the system fails its first inspection, Section 15.69.040 requires a subsequent inspection or inspections before the installation can be finaled, so the one-inspection guarantee applies only to a passing installation. The expedited track also depends on a complete application: Section 15.69.050 requires the chief building official to deem an application complete once it satisfies the checklist referenced in Section 15.69.020, and, if it is not complete, to issue a written correction notice detailing every deficiency and any additional information needed to remain eligible for expedited permit issuance.
