La Habra, CA Solar Energy: Panel Permits (2026)

Chapter 15.69 of the La Habra Municipal Code, added by Ordinance 1763 in 2015, streamlines permitting for a small residential rooftop solar energy system, defined in Section 15.69.010 as a system no larger than ten kilowatts alternating current or thirty kilowatts thermal, installed on a single- or duplex-family dwelling, and no taller than the maximum legal building height in its residential zone. Section 15.69.020 requires the applicant to submit the permit application and the checklist to the city's building division in person, by mail or by electronic submittal, together with the processing and inspection fees, and allows an electronic signature in place of a wet signature.

Before filing, Section 15.69.030 requires the applicant to verify, using standard engineering evaluation techniques, that the roof structure can carry the added wind, seismic, dead and live loads, and to verify, using standard electrical inspection techniques, that the existing panel and wiring can carry the new photovoltaic load. Section 15.69.050 requires the chief building official to deem a complete application eligible for expedited handling, or, if it is incomplete, to issue a written correction notice detailing every deficiency. Section 15.69.060 then has the chief building official administratively approve the application and issue all required permits once the checklist requirements are met, though that approval does not authorize connecting the system to the utility grid; the applicant must separately obtain the utility's interconnection approval.

Section 15.69.070 lets the chief building official deny an installation only on substantial evidence of a specific, adverse impact on public health and safety that cannot be feasibly mitigated, with any denial appealable to the planning commission.
