Section 18.10.140 creates a separate, faster permitting track just for small residential rooftop solar energy systems, defined by cross-reference to Government Code Section 65850.5(j)(3), splitting them off from the general solar standards in Section 18.10.110(F) that apply to larger or ground-mounted systems. The City Council has adopted a "Checklist of Requirements for Small Residential Rooftop Solar Energy Systems" by resolution, which the Director of Community Development, or a designee, can revise from time to time as long as revisions stay consistent with the Council's resolution and with Government Code Section 65850.5; the current Checklist has to be posted on the City's website and made available at the City Clerk's office during business hours.

Applicants can submit the permit application and documentation, along with required processing and inspection fees, in person or electronically, with electronic signatures accepted in place of a wet signature. Review is limited to an expedited, administrative, nondiscretionary check by the Community Development Department of whether the application meets health and safety requirements under local, state and federal law, and local requirements are limited to only what's necessary to keep the system from posing a specific, adverse impact on public health or safety. Once the Director confirms an application and its supporting documents are complete, the City's Community Development Department must approve it and issue all required permits together with any other City department; an incomplete application instead gets a written correction notice detailing the deficiencies.

If the City denies a permit, it must make written findings, backed by substantial evidence, that the installation would have a specific, adverse health-or-safety impact with no feasible way to mitigate it, including the basis for rejecting any feasible alternatives.
