Blue Springs, MO Solar Energy: Panel Permits (2026)

Solar energy systems are a by-right accessory use in every zoning district in Blue Springs under City Code Section 405.060(A)(8), covering both ground-mounted collectors and rooftop panels. Placement is restricted first: ground-mounted or freestanding collectors cannot sit in the front yard, though the area restrictions on other accessory structures in Section 405.060(A)(3) do not apply to roof-mounted collectors. Before the Community Development Department can issue a building permit for a grid-tied solar collector, the applicant must submit evidence that the local utility company has approved interconnecting the system, so any excess power the panels produce can be fed back into the utility's lines.

Solar systems cannot be operated as a commercial enterprise, and they are exempt from the screening standards that otherwise apply under Section 407.090(H), though roof-mounted arrays should have wiring and mounting hardware concealed and finished to match the roof color where practical. Height depends on the roof type: on a sloped roof, the highest point of the array cannot exceed the highest point of the roof itself, subject to setback requirements, while a flat-roof installation may rise up to ten (10) feet above the rooftop even where that exceeds the zoning district's ordinary height limit.

Panels must be mounted so they do not cause glare on neighboring properties. The Community Development Director can waive any of these standards on a case-by-case basis where shading, building orientation, construction constraints or an unusual parcel configuration make literal compliance impractical.
