015, under 'solar energy systems,' subsection E. Building permit applications for any solar energy system must include standard drawings of all its components, the base, footings, frames, and panels, so the city's building division can review the installation before work begins. For a building-mounted system, the applicant also has to submit an engineering analysis of the roof structure showing compliance with the building code, certified by a licensed professional engineer; the only exception is a single-panel system weighing less than twenty-five pounds, which skips the engineering-analysis requirement.

A second, separate permit track covers electrical work: building permit applications for solar energy systems must include a line drawing of the electrical components in enough detail for the city to confirm the installation conforms to the National Electrical Code as adopted and amended by Elgin.
