The Building Official had to have the administrative, nondiscretionary review process in place by September 30, 2015 (§ 15.28.060A). Review is confined to whether the application meets local, state, and federal health and safety requirements (§ 15.28.060B); the city cannot condition approval on sign-off from a homeowners' association as defined in Civil Code § 4080 (§ 15.28.060F). If a use permit is required because a specific, adverse impact is found, any condition imposed must mitigate that impact at the lowest possible cost, and prior successful conditions on similarly situated projects count as a feasible mitigation method (§ 15.28.060D-E).

On inspections, the Building Division may require only a single inspection for an expedited-review system, with a separate fire inspection only if no safety-inspection agreement exists with the local fire authority (§ 15.28.060H). That inspection must be scheduled within two business days of a request and given a two-hour inspection window, and consolidated inspections should be used where possible (§ 15.28.060I). If the system fails inspection, a follow-up inspection is authorized but is not bound by the chapter's expedited timing requirements (§ 15.28.060J). An incomplete application triggers a written correction notice detailing every deficiency rather than an outright denial (§ 15.28.060G).
