Gresham, OR Solar Energy: Panel Permits (2026)

Development Code Section 10.0903 requires any renewable energy system, including solar, to obtain a development permit, with the review authority determined by Table 11.0204 in Article 11. Section 10.0911 sorts installations into three scales: small (roof-mounted parallel to the roofline, or ground-mounted up to 25 sq ft, generating up to 10 kW), medium (up to 225 sq ft ground-mounted or over 10 kW to 100 kW), and large (over 225 sq ft or over 100 kW up to 500 kW). Small roof-top or flat-roof panels installed parallel to the roof are exempt from the equipment-screening rule in Section 10.0904, but ground-mounted and larger systems must be screened from street view and must meet the underlying zoning district's setback and yard standards under Article 4.
