Woodbury, MN Solar Energy: Panel Permits (2026)

Solar energy systems are a permitted accessory use in every Woodbury zoning district under Sec. 24-406(a), but passive or building-integrated solar is exempt from the section entirely and regulated like any other building element. Ground-mounted systems carry real numeric limits: a maximum height of 15 feet, a minimum 15-foot setback from all property lines, and a 30-foot setback from any dwelling on an adjacent lot (subsection (b)(5)). In the R-4 urban residential district, a ground-mounted system needs a lot of at least 8,000 square feet and is capped at 200 square feet of panel area; other residential districts cap ground-mounted area at 25 percent of the rear yard or the accessory-structure limit in Sec.

24-281(b), whichever is smaller. Ground-mounted systems in residential zones are confined to the rear yard; nonresidential lots may place them in a front or corner side yard as long as they stay clear of the 20-foot landscaped buffer along public rights-of-way. Roof-mounted panels must be flush-mounted on pitched roofs, follow the district's building height limit, and cannot project past the building's edge. Before installation, Sec. 24-406(f) requires a building permit, plus an interim conditional use permit under Sec. 24-407 for any deviation from these standards.

Equipment must carry UL, NREL, or SRCC certification, and any grid-tied system needs a utility interconnection agreement with a visible external disconnect before the city will issue the permit. If the system sits nonfunctional for a full year, Sec. 24-406(e) deems it abandoned and a public nuisance, requiring the owner to remove it, including transmission equipment, after obtaining a demolition permit.
