Albany, OR Soliciting & Door-to-Door: No-Knock Registry (2026)

Albany sets solicitation hours in two places in Title 5 of the Albany Municipal Code, one for door-to-door peddlers and solicitors and one for transient merchants. Section 5.08.130 says no persons shall engage in soliciting any place in the City during the period from 9:00 p.m. until 9:00 a.m., unless otherwise specified on the solicitors' license. Section 5.10.085 repeats the same window for transient merchants: no persons shall engage in soliciting as a transient merchant at any place in the City during the period from 9:00 p.m. until 9:00 a.m., unless otherwise specified on the license. The only way to work inside the window is for the license itself to say so. The chapters contain no registry or list that lets a household opt out of visits, so the window is the whole rule on timing.

The hours sit on top of licensing. Under § 5.08.010 a peddler or solicitor, meaning a door-to-door salesperson selling merchandise or services by traveling about the City in residential districts, needs a license from the City Recorder. Licensees must show the license card at the request of any citizen (§ 5.08.070), and Albany police officers are directed to require any person seen soliciting who is not known to be licensed to produce the card (§ 5.08.080). Sound is capped too: under § 5.08.120 no peddler, or person on the peddler's behalf, shall shout, make any outcry, or use a sound device emitting sound capable of being heard at a distance of more than 200 feet on the streets, alleys, avenues, parks or other public places.

Transient merchants, defined in § 5.10.010 as those who sell and deliver goods temporarily using a parking lot, vacant lot, motor vehicle, tent, street or alley, carry a separate license. Section 5.10.030 exempts sales of services subject to separate license requirements, such as door-to-door sales, so the peddler chapter is the one that governs a knock at the door.
